Gov. Arnold Schwarzenegger signed a new state budget Friday, Feb. 20, but not before taking another $1.3 billion whack out of it.
Only the Department of Insurance was spared further reductions, because Commissioner Steve Poizner had cut his operating budget by 10 percent.
