Don Novey is the former president of the California Correctional Peace Officers Association (CCPOA), a statewide organization representing the men and women who walk “the toughest beat in the state,” supervising state prison inmates and wards of the California Youth Authority. A lieutenant with the California Department of Corrections, Mr. Novey began his law enforcement career in 1971 as a correctional officer at Folsom State Prison where his father also worked as a correctional officer until his retirement. Mr. Novey is CCPOA’s first president elected to the post in 1980. Since then, CCPOA has grown from a starting membership of 2,600 to over 33,000 members today, making it one of the largest and most influential law enforcement associations in the state. Under his leadership, CCPOA has won important safety benefits for its members, including enhanced training, side-handled batons and stab-proof vests, which have saved at least 42 officers from death or serious harm. In addition, CCPOA has increased salary and benefits for its members, bringing their compensation in line with other law enforcement professionals in California. A leader in the victim’s rights movement in California, Mr. Novey was a driving force behind creation of Crime Victims United, California’s first ever victims political action committee, and the Doris Tate crime Victims Bureau, a service center dedicated to helping victims of violent crime. He also established MILE PAC, the first ever political action committee for minorities in law enforcement, and initiated the Peacekeeper Magazine, a monthly publication for the state’s correctional peace officers. Mr. Novey currently serves as Peace Officer Liaison
for law enforcement groups throughout California. He is a past
member of the national Intelligence Agents Association and
the Narcotics Officer Officers Association. He also is a member
of the National Drug Task Force. In 1988 Don Novey was appointed
to the Blue Ribbon Commission on Prisons by Governor Deukmejian.
In 1992, he was appointed to the California Industrial Welfare
Commission by Governor Wilson. Also, in 1999 Mr. Novey served as Special Agent in Charge with a Counter Intelligence Unit overseas from 1969 to 1971. He is a graduate of American River College, the Defense Language Institute and the Counter Intelligence School in Washington, D.C. He and his wife, Carol, have three children and five grandchildren. Presently Novey serves as Executive Director of the California Peace Officers Memorial Foundation. In addition, he is the Secretary of the Veterans Families Relief Foundation (Fisher house at Travis AFB). Also Don Novey is currently working on the statewide issue for the defense of California Peace Officers retirement program. Historically (since 1985) he has been a part of a consortium to enhance the First Americans status in our society. |

Craig L. Brown brings over 24 years of executive and legislative experience to Richard Robinson & Associates, Inc. Just prior to joining the firm, he served as California's Director of Finance, where he was responsible for developing and managing California's $76 billion budget. He served on over 60 authorities, boards and commissions that deal with virtually every aspect of state finance. During his tenure as Director, state government provided substantial tax relief designed to improve California's business climate, while making major investments in our state's K-12 and higher education systems. Prior to his 1996 appointments as Director of Finance, Mr. Brown served for approximately 13 years as a leader in California's correctional system, with experience as the Underscretary of the Youth and Adult Correctional Agency during two Administrations, and as Director of the California Youth Authority. Before joining the Executive Branch, Mr. Brown served the California Legislature as a staff member and supervisor in the non-partisan Legislative Analyst's office. He also served as a budget officer in the United States Air Force in the early 1970s |

Julia Marin is Political Affairs Coordinator in the Government Affairs Division and has nearly a decade of administrative experience. Prior to joining CSLEA in October of 2000, she served as Administrative/Marketing Assistant for the California Association of Employers (CAE). Ms. Marin’s primary functions at CAE were developing publications and promotional materials to educate prospective members on the services the association provided, and managing the association’s membership database. She planned and coordinated human resource seminars, created participant registration databases for association events, and handled inquiries from the membership on available products and publications. Ms. Marin serves as Executive Assistant to CSLEA President Alan Barcelona. She provides resources to CSLEA Board of Director meetings, conferences, the CSLEA PAC, the CSLEA Foundation, CSLEA Public Works, and other special projects. Ms. Marin enjoys the diversity of the membership CSLEA represents and always looks forward to interacting with members at CSLEA events.

Mr. Pizzotti brings over nine years of legislative and campaign experience to the CSLEA Government Affairs Department. Most recently, he served the Speaker of the California State Assembly, Fabian Nuñez, as a member consultant providing strategic consulting services to legislative members in highly contested legislative districts, and provided legislative outreach game plans, bill analysis, and district profiles for effective mailing programs. Mr. Pizzotti was part of the Assembly Democratic Mail Program for the 2002 and 2004 election cycles, writing political and strategic mail for candidates. He also organized the ground operations of various state assembly candidates by recruiting volunteers, and coordinating precinct walk and phone banking programs. Before joining the Speaker’s staff, Mr. Pizzotti served as a legislative consultant to various senators and assemblymembers. During this time, he primarily worked on legislation pertaining to public safety, insurance, utilities, consumer protection, and constituent casework. In 1998, Mr. Pizzotti joined the Department of Corrections’ Legislative
Liaison Unit where he escorted legislators on prison tours
of the 33 major prisons within the State. |

ANTHONY M. MALANDRA |

Mr. Malandra has been a practitioner of the communicative arts for more than 30 years and has taught media relations and campaign techniques at many seminars in numerous western states. A native of San Francisco, Mr. Malandra received a bachelor’s degree in Political Science from San Francisco State University. His breadth of experience includes work as a wire service news reporter, political consultant and public relations executive. He specializes in developing communications strategies, crafting the right messages, selecting the optimal mediums, and targeting the precise audiences. In 1977, Mr. Malandra joined the staff of the San Francisco Chronicle, where he worked in a variety of jobs for the next seven years. He assisted reporters in the Sacramento bureau with coverage of state politics, before moving up to copy editor in the sports, business, and news departments and, while at the San Francisco Chronicle, he won a San Francisco Press Club award. After the Chronicle, Mr. Malandra worked as a general assignment reporter for the Bay City News wire service of San Francisco, where he also covered the county board of supervisors and directed the service’s election reporting. In 1995, Mr. Malandra was invited to lecture on American campaign techniques at a seminar in Bulgaria. Later that year, he was part of an international team of observers of the Russian parliamentary elections.
