CAUSE MOU Bill to Be Heard in Committee on Monday
AB 2930 Authorizes Funding of Contract Reopener Which Provides Unit-Wide Salary Increases
This morning AB 2930, the CAUSE MOU Bill, was passed by the Senate with only 2 no votes cast by Senators Hollingsworth and McClintock. Later today the bill will be transferred to the Assembly where it will be heard in PERS committee and then the Assembly Floor. Should the bill pass successfully, it will be on to the Governor for his signature.

Assembly Bill 2930, authored by Assemblymember John Laird, passed the Senate Public Employment and Retirement committee today on a 4 to 1 vote. The four aye votes came from Senators Soto (Chair), Ashburn (Vice Chair), Alarcon and Dunn, while the sole no vote was Senator Hollingsworth. The bill will likely go to a vote before the full body of the Senate Wednesday.

Assembly Bill 2930, authored by Assemblymember John Laird, will be heard in the Senate Public Employment and Retirement Committee on Monday, August 28, 2006.
On August 15, 2006 the CAUSE Board of Directors voted to send the tentative agreement reached with the Department of Personnel Adminstration to CAUSE members to vote on ratification.
In late November 2005, CAUSE President Alan Barcelona wrote DPA and requested meetings be conducted to address unit-wide pay inequities. Over the next several months, informal discussions between CAUSE and DPA did occur. Also, several agencies, including the Department of Justice, Fish and Game, Parks and Recreation and California Highway Patrol repeatedly voiced their concerns to the State legislature and DPA that they were suffering huge recruitment and retention problems as a result of the inequities. DPA conducted a a total compensation survey which confirmed CHP Public Safety Dispatchers were on average 20% behind their local counterparts.
On August 11, 2006 CAUSE and DPA reached a tentative agreement on the reopening of the Unit 7 Contract which provides salary increases which vary based upon the extent of recruitment and retention problems suffered by the particular classification. The term of the agreement is extended to June 30, 2008 and provides for health care premium containment for the duration of the contract.
The State legislature must pass AB 2930, which authorizes funding for the contract, prior to recessing at the end of the month.
